Would shorts and a t-shirt be appropriate at dinner? I understand that some people dress up, but are there people in shorts too?

Absolutely appropriate... there will be lots of people wearing shorts and t-shirt. Depending on when you are going though, that might be a bit cool some evenings. In the winter months (Dec - March) evenings can be a bit chilly for lightweight dress.

A lot of people will wear shorts. When I wear long pants and a shirt with a collar, people think that I am dressed up. Go figure. Amateur GO is right. It might be cool. You will probably find yourself wearing long pants because of the temperature. Since I wear shorts or swimsuit and T-shirt all day, I feel it refreshing to wear something different in the evening. The French typically dress up a lot more.

A lot of people wear shorts. But as noted, I think more people get a little dressier and when they do shorts, they are nice shorts, not swim or gym trunks, and usually a collared shirt. The older people do get dressier and I would include the French Canadians in the French category. (Although the French would not.) Like John, after a day in swim trunks and tee-shirts/tank tops, I do like to get a little dressy. I bring a number of button/collared short sleeve shirts.
